It's simply saying that killing another human being is wrong.

It doesn't extend it's commentary to whether it is necessary, but it does say that it cannot be justified.

Tax work on an upside down parabola.

You can raise them to the apex, and you'll gain revenues, but once you pass the apex, the revenues drop. The starting point and the ending points are both zero.
